Sorry man, I've never had my manual saves not show in the load menu, so I just don't have a ready solution. I figured it out: what I needed to do was open up the saved games folder and delete the ".tmp" ending from the saved file, so that ".ess" is the only ending. When I did that it showed up on the load menu again.

Make sure Steam Cloud Sync for Fallout 4 is enabled on the $500 PC. 2. Launch your game, load a save, make a NEW save and then exit the game. This should trigger Steam to sync. So i started a new playthrough of fallout 4 recently and I've come across a problem where the quicksave and save buttons are blurred out and I can only load. this includes F5 and using console commands. Also Exit saves are "disabled".
Make sure you have added FO4 to the exceptions in it and in Windows Defender too. I still have Win 7 but, there has been a couple of players with Win 10 having to reset or set their Win 10 UAC settings to allow Fallout 4 full permissions and access to their Documents folder so the game would save again.
If Vortex is not finding them there, but you can see them with "Windows Explorer"/"File Explorer", then Vortex is not pointing to the correct location. If you have enabled "Steam Cloud" to automatically sync your files, then you also have the save game files backed up to Steam's Cloud Servers even if they have been deleted from the local disk.
Neither "Buffout 4" or "Address Library for F4SE Plugins" should be showing up as MODs in MO2. They are plugin utilities for FASE, not game MODs. upon further investigation and a separate post, "Buffout 4" and "Address Library for F4SE Plugins" can be run from MO2, even though the Buffout Guide, specific states to manually install Buffout 4.
Still need to 'enable modding' in the *.ini's. if you use Vortex navigate to Documents\My Games\Fallout 4 or if you use MO2 then click on the puzzle icon and then on iNi Editor. Open/click Fallout4Custom (.iNi) [the iNi extension may not be visible, based on your settings] and add the following to it: [Archive] bInvalidateOlderFiles=1
go to My Documents>My Games>Fallout 4. The Saves folder, Falloutprefs, and Fallout4 all need full control set for HomeUsers. For all 3 click properties, then the security tab,then the edit tab, click on HomeUsers, then check the full control box, then apply. Now you can change the video options and the in game saves will work.
